What is your committee’s role for APTA and the industry as a whole?

Under our adopted mission statement, the purposes of APTA’s Innovative Funding, Finance, and Public Private Partnerships (IF2P3) Committee are to: (1) promote the distinctions between funding sources and financing tools, (2) share best practices and lessons learned on real estate and innovative partnerships with the private sector for project and/or service delivery, (3) highlight new approaches for maximizing revenues or leveraging existing funding sources, and (4) provide input to the APTA Legislative Committee, Board of Directors and Executive Committee regarding federal legislation, policies and programs involving alternative funding, financing and P3.

What are the committee’s top priorities for the year?

The top priorities are to support APTA and our public transportation agency and business members in providing input and responding to infrastructure initiatives proposed by the administration and Congress.

The committee also focuses on supporting APTA’s reauthorization efforts to refine existing policies and programs and shape new ones to advance opportunities for innovative funding and financing for public transportation.

How does the committee engage members in these priorities?

The IF2P3 Committee engages members by welcoming participation in committee meetings and involvement in our three subcommittees: Programs and Best Practices, Legislation and Policy and Real Estate.

In addition to developing sessions and panels for APTA conferences, our committee and subcommittee meetings feature guest speakers and topical panels, as well as opportunities for open forums for participants to share best practices. As many of the committee members are involved in leading-edge projects, participation in the meetings provides opportunity for us all to learn from each other.

Please share how your committee encourages young professionals to ­participate in its work.

The IF2P3 Committee welcomes young (and older) professionals to join the committee, become active in a subcommittee and attend funding- and finance-related sessions at APTA conferences. Where possible, we provide opportunity to attend in-person and by phone.

Our subcommittees are currently planning webinars on key topics including parking and real estate asset management, which will provide additional opportunities for participation, particularly by young professionals.

Please share how an individual’s service on this committee can add value to his or her career.

Involvement and service on the committee adds value through both knowledge sharing and networking. The knowledge shared through the committee helps its members identify new approaches to funding and finance, as well as ways to address the range of challenges to making existing and new approaches workable and adaptable to their unique applications.

In addition, members have the opportunity to work together to advance policy and legislative proposals that broaden opportunities and reduce obstacles to funding and finance shared across the public transportation industry.

What is the committee doing to advance the goals in APTA’s strategic plan?

The IF2P3 Committee fosters APTA’s strategic goal of Resource Advocacy through education and information sharing as it relates to innovative funding sources, ­federal and non-federal financing tools and P3s.

While APTA’s strategic plan is currently being updated, funding and finance will remain a key goal for the committee to address and advance.
